Ngei 1 Development Youth Group was formed in 1997 when youths in conjunction with some community members of Ngei 1 village mooted an idea of forming a development group for the youth of the area

| At the time, youths were engaged in all forms of social vices such as drug abuse, prostitution, rape, mugging etc. This was due to poverty, illiteracy and lack of information.
